Short Description

The Town of Vic Park would like to invite Expressions of Interest from suitably qualified and/or experienced Noongar artists and creative practitioners for a major public art commission for the Elizabeth Baillie Park.

The Elizabeth Baillie Redevelopment Project will revitalise the heritage-listed Elizabeth Baillie House, its surrounding buildings, and Elizabeth Baillie Park at 15 Hillview Terrace in East Victoria Park, creating a vibrant and inclusive community hub. As part of this transformation, the Town is commissioning a significant Indigenous public artwork by an Indigenous artist or an Indigenous led collaborative team. Located in a prominent position within the park, the artwork will act as both a landmark and a storytelling element, sharing histories and cultural narratives while contributing to the site’s renewed contemporary use.

Concept and Design Development:

  • Prepare concept design for one sculptural artwork or a series of works forming a single cohesive
    artwork for the site as per the allocated curatorial theme.
  • Respond to feedback with up to two rounds of revision as directed by the art consultant.
  • Ensure proposal meets all government and Town of Victoria Park standards for materials, structural
    safety, Occupational Safety and Health Act regulations and any other relevant industry standards.

Eligibility

Artists of all levels of experience are encouraged to express their interest. From the expressions of interest received, several artists will be selected to develop concept designs for a fee. The expression of interest phase (this phase) is unpaid.

Program Benefits & Awards

A budget of $135,000 + GST has been allocated for the delivery of the sculptural artwork. While the final budget will be confirmed following the selection of the artist and approval of the concept proposal, it is the intention that the commissioned work be appropriately scaled commensurate with the proposed budget.

Budget inclusive of:

  • Budget inclusive of:– Artist fees for design development, all project
  • management and administration– Construction documentation, engineering, and
  • safety documentation– All materials and fabrication costs for the
  • artwork– Installation costs including machinery,
  • materials, site safety inductions as required– Insurances– Lighting requirements (excluding power supply
  • to site)– Sub-contracting fees– Travel expenses– Delivery of the maintenance and handover
  • manual– Liaison with art consultant as required to
  • Complete the commission– Presentation to the Town of Vic Park if required
