Ortaklaşa: Culture, Dialogue and Support Programme is implemented by the Istanbul Foundation for Culture and Arts (İKSV) with the support of the European Union under the Instrument for Pre-Accession Assistance III. The programme focuses on cultural rights, participatory governance, cultural policy and stronger cooperation between civil society organisations (CSOs) and municipalities. Its 2026–2029 phase expands the programme's previous Türkiye-based cooperation model to include international partnerships between Türkiye and Europe, with Culture Action Europe (CAE) as a partner and the Marmara Municipalities Union (MMU) as an associate.

Eu-Türkiye Cultural Partnership Grant Call For Proposals
Ortaklaşa EU-Türkiye Cultural Partnership Call for Proposals supports collaborative projects that bring together cultural CSOs and municipalities from Türkiye and EU member states or candidate countries. The call aims to strengthen cultural dialogue, participatory local cultural policies, cultural mobility, co-production, knowledge exchange and long-term international networks.
Projects should address cultural rights, diversity of cultural expressions, inclusion, gender equality and ecological sensitivity. Activities may include cultural policy research, artistic production, exhibitions, festivals, performances, residencies, professional exchanges, capacity-building programmes, public-space projects and the development of cultural spaces or digital platforms.

Eligibility
This is an international institutional call, not an individual-artist application. The lead applicant must be a legally established, non-profit cultural CSO in Türkiye whose main activities involve arts, culture and cultural policy.
Each application must consist of four institutions:
- One culture-oriented CSO in Türkiye as the lead applicant.
- One culture-oriented CSO in an EU member state or candidate country as co-applicant.
- One municipality in Türkiye as an associate.
- One municipality in an EU member state or candidate country as an associate.
The project must be jointly prepared and implemented by all partners. Projects must primarily take place in Türkiye, although justified activities may occur in Europe.
Program Benefits & Awards
The total grant budget is €890,000. Individual projects may receive between €60,000 and €120,000, with the grant covering 70% to 95% of the total project budget.
Projects must last 9–12 months. Supported organisations will also participate in the programme's learning and mentorship mechanisms.
Possible supported activities include joint artistic production, exhibitions, festivals, performances, documentaries, residencies, research, workshops, conferences, study visits, networking, cultural-policy development, public-space projects, cultural-space development, digitalisation and international cooperation.

Additional Details
Applicants must meet the mandatory four-partner consortium structure; applications that do not meet this structure will be rejected without evaluation. A Turkish lead CSO may submit only one application during the call period, while a partner CSO may participate in only one application. Municipalities may participate in multiple projects.
Required application documents include the official application form, draft budget, logical framework, activity plan, declarations, data-protection notice and supporting evidence of organisational experience. Applicants should use the official forms provided by Ortaklaşa and follow the specified document-naming requirements.
The programme particularly encourages projects addressing participatory cultural governance, cultural rights, fair working conditions, artistic freedom, cultural mobility, ecological sustainability, inclusion, women's participation, accessibility, cultural spaces, urban memory and cooperation with communities affected by the February 2023 earthquakes.
