Short Description
As part of its policy of supporting creation, creators, innovation and the emergence of a dynamic cultural sector, the Ministry of Culture acquires works of art annually on behalf of the State. The works in this collection are made available in particular for the artistic development of state institutions and ministries; Luxembourg embassies abroad, Luxembourg consulates general and permanent representations of Luxembourg; public administrations, institutes and establishments under the supervision of the Ministry of Culture as well as in the context of loans to cultural institutions. With the development of this collection, the Ministry of Culture also seeks to contribute to the visibility of the work of artists and to the safeguarding and enhancement of the country’s cultural heritage.
Eligibility
This call launched by the Ministry of Culture is addressed to any artist working in the field of visual arts. The call is open to Luxembourg artists, artists residing or with a proven cultural anchoring in the Grand Duchy of Luxembourg.
Each artist can present a maximum of three works.

Program Benefits & Awards
The maximum price per purchase proposal is €18,000 including VAT. The purchase price of the work includes the remuneration due for the granting of a licence for the copyright of the work to the State (see chapter “Obligations of the selling party in the event of acquisition”). Following discussions with the AAPL – Association des artistes plasticiens du Luxembourg, the following calculation model for setting the remuneration for the licence was chosen:
- For works whose sale price is less than or equal to €3,000 excluding tax, the acquisition proposal includes a flat rate of €240 excluding tax for the granting of the said license.
- For works whose sale price is more than €3,000 excluding tax, the acquisition proposal includes an amount calculated as follows: a flat rate of €240 excluding tax + 5% applicable to the amount over €3,000 excluding tax for the granting of the said license, while knowing that the amount for the remuneration may not exceed a ceiling of €1,000 excluding tax.
