Stavanger Municipality is inviting applications for an open pre-qualification before a closed competition for the design of a permanent artwork for the area around the pipeline at Mosvannsparken in Stavanger. The art project is part of the art program Where we meet – art in the open air, which is Stavanger Municipality’s largest investment ever in art in public spaces.
The project is an important part of the anniversary year Stavanger 2025, where the city, the cathedral and the diocese celebrate the 900th anniversary with an extensive commemoration.
Eligibility
We invite professional artists and artist groups to participate in an open pre-qualification (open call) to express their interest and participation in the art assignment. The Stavanger Municipality Art Committee will then select and invite four artists to a closed, paid sketch competition. In the later jury, the Art Committee will initially select one artist or artist group who will be commissioned to carry out the permanent art project around the Culvert.

Motivation: A brief explanation of interest and understanding of the assignment (max. 1/2 A4 page).
CV with contact information
Photos from previous projects that are relevant to the assignment and that demonstrate implementation ability (max. 4 projects).
The material can be delivered in Norwegian, Danish, Swedish or English.

Program Benefits & Awards
Participants selected to participate in the closed competition will receive a competition fee of NOK 65.000. The fee covers the preparation of a sketch proposal showing the artwork placed at the currently selected location on and/or around the pipeline. In addition, travel expenses for a site visit on 25-26 September 2025 will be covered.
After the sketch proposals have been assessed and it has been chosen which project will be realized, a contract is entered into between the Municipality of Stavanger and the selected artist/artist group, where the artist functions as a total talent entrepreneur.
The financial framework for the production of the art project (the task being competed for) is NOK 1.450.000. The competition fee is additional.
The selected artist or group of artists must prepare a detailed budget and implementation plan for the assignment. Administration of the competition and follow-up on the production of the artwork will be handled by the art consultants in collaboration with the art committee and the art committee.
