CreArt 3.0 is a European initiative funded by the Creative Europe programme, aimed at supporting artistic mobility, cross-cultural exchange, and professional development. It connects cultural institutions, public art organisations, and municipal art bodies across multiple European cities. These networks provide platforms for artists to engage in residencies, exhibitions, festivals, and public art projects. A key partner for this open call is HDLU (Croatian Association of Visual Artists), an organisation committed to advancing contemporary visual arts and public engagement in Croatia. CREART 3.0 Open Call: HDLU Public Art Residency – Karas Kvart 2026
This open call invites visual artists to submit proposals for public art interventions in Zagreb, Croatia, as part of the Karas Kvart project. Selected artists will create site-specific works, interacting with urban environments and local communities. The programme offers opportunities for professional exposure, critical engagement, and networking with curators and cultural institutions. Artists are encouraged to propose innovative, context-sensitive projects that respond to the social, cultural, or architectural aspects of the public space. Final installations will be presented to the public, accompanied by promotional documentation and media coverage.Categories

Eligibility
- International and national artists may apply.
- Applicants should have a professional portfolio demonstrating experience in public or site-specific art.
- Emerging and established artists are welcome.
- No age restrictions, but proposals must be feasible within the programme timeframe.
Program Benefits & Awards
- Three-week accommodation for artists in residence (May 2026)
- Round-trip ticket expenses to and from Zagreb up to a maximum of 400 EUR
- Artistic fee in the amount of 1,200 EUR/gross
- Daily allowance of 30 EUR/day
- Production cost of new artwork(s) in the amount of 5,000 EUR/gross, resulting from the joint action and collaboration between artists.
- Report: Upon return from the residency, artists are required to submit a brief narrative report containing evidence of newly created works (in English), and boarding passes if travelling by plane.
- Contract: Before going to the residency, the artist will sign a contract with HDLU, committing to participating in CreArt promotional activities until the project ends in 2026, in agreement with HDLU.
