Short Description
Enshrined in the Charter of La Francophonie, the promotion of cultural and linguistic diversity has been one of the fundamental principles inspiring the work of the International Organization of La Francophonie (OIF) since its inception. With its 93 member states and governments, representing five continents and enriched by the exceptional variety of its cultures, La Francophonie constitutes a true laboratory of cultural diversity.
Cultural industries currently have the fastest growth rate in the world, creating the most jobs. While, according to UNESCO figures (2022), they represent only 3.1% of global production, they nevertheless generate twice as many jobs as other sectors. Based on this observation, the OIF, through its “Cultural Industries and Discoverability” project of the Directorate
for the French Language in the Diversity of Francophone Cultures (DLC), is implementing various grants open to cultural operators and Member States aimed at:
- Structuring cultural industries by strengthening production capacities;
- Improving access to and dissemination of cultural goods and services by promoting digital and physical discoverability;
- Strengthening cultural governance by improving the legislative framework for the development of cultural industries.
The mobility of artists and the circulation of cultural goods play a vital role in promoting cultural diversity on a global scale. Although obstacles persist (particularly in terms of visas, funding, and access to international stages), these challenges are stimulating the emergence of innovative solutions. Numerous South-South and North-South cooperation initiatives and networks are thus emerging, injecting new momentum based on cultural innovation. These developments open up new perspectives, offering artists from French-speaking countries the opportunity to train, create, discover new markets, and disseminate their works beyond their borders.
Objectives
In order to improve access to and dissemination of Francophone culture and promote artist mobility as a key lever for the development of cultural and creative industries (CCIs) in the Francophone world, the OIF, through its Directorate for the French Language in Cultural Diversity (DLC), is launching this call for projects, which aims to:
- Facilitate access to mobility by supporting artists, particularly those from Francophone countries of the South;
- Encourage cultural cooperation between countries of the North and South, as well as South-South exchanges;
- Support the dissemination and promotion of French-language cultural works in various contexts.
Eligibility
- Be a professional artist or an established artistic collective1 with a proven connection to the French-speaking world (nationality, working language, artistic collaborations);
- Be from and reside in one of the OIF member states and governments;
- Have worked in a cultural and/or artistic sector for at least two years as of the date the call is launched;
- Be directly responsible for the preparation and management of the action, and not act as an intermediary.
Under this call for proposals, an individual may not submit more than one application.
The following are not eligible to participate in this call for proposals: - Individuals who have not fulfilled their commitments to the OIF under a previous grant agreement or service contract;
- Entities in a conflict of interest situation with the OIF, its staff, its technical and financial partners, and members of the selection committees.
The DLC in charge of the grant reserves the right to carry out the necessary verifications during the application process.
Applicant entities must be active in the following industries:
- Live performance: music, theater, dance, comedy, and storytelling
- Cinema and audiovisual
- Books and publishing
- Visual arts: photography, painting, sculpture, and fashion
Eligible Projects
- Creative mobility: participation in residencies, creative workshops, or any other activity
promoting the creation of a French-language cultural work; - Performance and exhibition mobility: participation in exhibitions, festivals, award ceremonies, or any other artistic event;
- Networking mobility: participation in fairs, cultural markets, and any other event
aimed at prospecting the market and establishing partnerships; - Skills development mobility: participation in master classes, workshops, and short-term training courses, or any other activity enabling the acquisition of new professional skills.
One mobility project = one destination. As part of this call for projects, particular attention will be paid to projects promoting gender equality in the cultural and creative industries.

- Portfolio or CV
- A detailed presentation of the project;
- The invitation letter or commitment letters from potential technical and financial partners (contract, agreement) or any other document supporting the application.

Program Benefits & Awards
The overall indicative amount available under this call for projects is €150,000.
The administrative unit reserves the right not to allocate all available funds.
Artist Mobility: Any grant requested must not exceed €5,000.
Circulation of Cultural Goods: Any grant requested must not exceed €2,500.
The two grants may be combined. The goods supported under this grant must be an integral part of the mobility project. The countries of departure and destination of the artist and their work must match. 3.1
